Ms. Rozalina Kozleva is Ph.D. in Economics, graduated at the Moscow Institute of National Economy and has 23 years of professional experience. Within the period 1996-1997 being the Financial Counselor to the Concessions Department of the Council of Ministers she was one of the first experts in Bulgaria dealing with concessions. Since 1998 she has been working as associate consultant at Ernst & Young, Bulgaria and ECA consultants, UK. Mrs. Kozleva is a consultant of the State Energy and Water Regulatory Commission and a lecturer at Sofia University on Project Evaluation in Infrastructure and Energy. She is a member of the Control Council of the Bulgarian Chamber of Mining and Geology.
